		<description>I don&#039;t think he necessarily means that your country prohibits such contests. It may be that your country requires that contest sponsors pay heavy fees, or it might be related to the fact that Adobe is based in a different country, or any number of reasons. I imagine that Adobe would like to make their contests open to anyone in the world, but if a country&#039;s local laws have highly restricted requirements, Adobe and other companies sometimes need to decide to focus on countries that don&#039;t present as many roadblocks.</description>

I&#039;ve searched over the years for a resource which lists some of the differences between local laws and financial implications, but I don&#039;t yet know of a good explanation of national differences.

I&#039;m confident such differences exist, but I don&#039;t know how to find those rules either, sorry.
