It may be that your country requires that contest sponsors pay heavy fees, or it might be related to the fact that Adobe is based in a different country, or any number of reasons. I imagine that Adobe would like to make their contests open to anyone in the world, but if a country's local laws have highly restricted requirements, Adobe and other companies sometimes need to decide to focus on countries that don't present as many roadblocks. I've searched over the years for a resource which lists some of the differences between local laws and financial implications, but I don't yet know of a good explanation of national differences.
