Photoshop is a "digital imaging" application, Acrylic is an "illustration and painting" application. They can't really be compared. Acrylic is based on the awesome Expression which has the most impressive vector-based natural brush engine I've ever come across. It's far closer to something like Painter. I use Expression together with Photoshop and Illustrator, all three apps do different things. However, if someone with little experience asked me which was the simplest drawing/doodling tool around I'd have to say Expression, Microsoft might be on the right path here let's see how they integrate this into the other apps (like say, Powerpoint). More here.

I've played with it, and as a frequent user to PS, Fireworks, Freehand, et al, I can say with some confidence that Acrylic ( as it currently stands) is not a "Photoshop Killer", or even close. It might step on the toes of vector apps, but unless they bundle it with Longhorn for free I don't thing Adobe need to be too concerned. It does have a very interesting GUI though...

Actually, Acrylic would be a closer competitor for Illustrator, as it's a vector application. If you ever saw a graphics app called Fractal Design Painter, Acrylic would something like a cross between Illustrator and Painter.

It's based on an app named Expression, which MS acquired when they bought Creature House a while back. I see on the Acrylic page that they have a link for "Previous Versions". You might see if they still let you download Expression 3.
